Green Cove Approves $276,495 Dock Extension
Project for Police Boat, Boat Lift and Dinghy Dock Goes Over Budget
Though delayed for two years because of delays in obtaining federal permits, the Green Cove Springs City Council last week approved a plan to extend an old dock at Spring Park to accomodate a new police boat and a dinghies from visiting boats at anchor.
The contract was awarded to Dockworks of North East Florida, which submitted the low bid of $276,495.
Dockworks is another name for C&H Marine Construction. That is, C&H does business as Dockworks. Michael A. Vallencourt Sr. is the listed principal of C&H, according to a document submitted with the Dockworks bid. Vallencourt is known locally as founder of Vallencourt Construction with a headquarters in downtown Green Cove.
In its report to the council, city staffers wrote:
The other two bidders were Hayward Constructors at a lump sum of $314,996.00 and Farrell Brothers at a lump sum of $398,275.00. City staff has checked all the references for the low bidder and received good reports about the low bidder. Given the narrow range of the bids, staff is satisfied that this is a competitive bid and are happy with asking for the approval for them to construct the dock as designed
The city is paying for the initiative from a $400,000 fund composed of $300,000 in grant monies and $100,000 in city funds. Drawing from the fund, the city has already spent $142,399 for a new police boat and $65,362 to Tocoi Engineering, another local firm, for pier engineering plans.
With the pier construction itself, the city will go over budget by more than $84,000. That overage will be covered with monies from the Parks Department, according to Steve Thomas, assistant public works director.
