It worked for many many years and the residents had an option if they wanted curb side pickup or not. When Clay county first went with required curb side pickup they sent a letter to all residents that residents will pay for pickup and send a payment or have a lien put on your property.
They also have access to all your old mail and discarded envelopes from your credit cards, among other things. You better dispose of these items some other way.
